CodeRabbit is first of all an AI code reviewer for pull requests that also works on issues. Issue Triage BYOK does one thing: on every new issue it posts a comment with a likely cause, a concrete fix and a test to add, using your own OpenAI-compatible key. If you only need issue triage, you may not need a per-developer subscription.
CodeRabbit installs as a GitHub App and reviews every pull request. On GitHub Issues it offers Issue Enrichment (open beta: duplicate detection, similar issues, related PRs, suggested assignees, smart labels) and the Issue Planner, which turns an issue into a coding plan with prompts for your coding agent. Paid plans are per developer: Essentials 24 USD, Team 48 USD, Advanced 72 USD per developer/month billed annually; the Issue Planner requires Team or higher. Public open-source repositories get free reviews.

Save it as .github/workflows/issue-triage.yml, add your provider key as the repository secret AI_API_KEY (Settings → Secrets and variables → Actions), open a test issue. Want to see the output first? Add dry-run: true and the comment is printed in the job log instead of posted.
I already pay for CodeRabbit. Do I need this? Probably not for labels and duplicates. The action is worth adding if you want a technical first answer (cause, fix, test) on each issue from the model of your choice, at token cost.
Will the two bots collide? They each post their own comment. Use skip-labels to keep the action off issues you route elsewhere.
How much does a triage cost? Only your provider's tokens; with a small model such as gpt-4o-mini it is typically a fraction of a cent per issue.
Does it touch pull requests? No. Pull requests and issues opened by bots are ignored.
Free forever for the triage comment. Pro adds labels, P0–P3 priority and duplicate detection for 49 USD per year per organization, no auto-renewal.
