Short answer: a Copilot subscription alone does not triage or label new issues as they arrive. Copilot works on an issue when you assign it; automatic triage on GitHub means writing a workflow (Agentic Workflows or an AI action). Save it as .github/workflows/issue-triage.yml, add your provider key as the repository secret AI_API_KEY (Settings → Secrets and variables → Actions), open a test issue. Want to see the output first? Add dry-run: true and the comment is printed in the job log instead of posted.
Does Copilot label new issues by itself? Not from the subscription alone, as of Sept 2026. You need a workflow: GitHub Agentic Workflows or an action like this one.
Can I combine them? Yes, and it works well: the action posts its cause/fix/test comment, then you assign the issues worth fixing to Copilot, which gets the triage as extra context.
Is there a free AI provider? Yes: a free Groq key (console.groq.com/keys) or Gemini key in ai-api-key; the action detects the provider from the key. GitHub's own built-in models API was retired on 30 July 2026. Any OpenAI-compatible endpoint works via ai-base-url.
What if my Pro key is missing or invalid? The action simply runs the free triage.
