If several people answer customer chats every day, or you want a no-code chatbot and a shared inbox, WATI's subscription buys that. Bulk Order Notifications for WA has no inbox.
If what you need is WooCommerce order confirmations, shipping updates, cart reminders and the odd broadcast, and you already have (or can make in an afternoon) a Meta Cloud API number, paying a monthly plan for that is paying for an inbox you don't use.
A WordPress plugin that sends WhatsApp Business template messages on every WooCommerce order status change, plus bulk sends to a pasted number list, through your own Meta WhatsApp Cloud API account. Meta bills you its per-message rate directly; the plugin adds nothing per message and nothing per month. Opt-in at checkout (classic and block checkout) is on by default, and customers who reply STOP are suppressed automatically. The free wordpress.org build has no sending cap; the full version, $39 once, adds WooCommerce customer segments, scheduled sends, abandoned-cart reminders and CSV export.
